'The Neglected Children's Act 1887', Section 21 (See Government Gazette, 29th March 1889, p.1099)

The Administrator of the Government in Council, in pursuance of the powers conferred by section 21 of the Neglected Children's Act 1887, has specially authorized "Miss Dorothy Langley" to apprehend, without any warrant any child apparently under the age of sixteen years found residing in a brothel, or associating or dwelling with a prostitute, whether the mother of the child of not, an to forthwith take such child before some two or more neighbouring Justices to be dealt with according to the aforesaid Act.
