The Administration of Ireland was written by I.O., or Major John Charles Street, an intelligence officer at Dublin Castle during the War of Independence.

Using classified and privileged intelligence material, Street, using a plethora of intelligent material described the activities and events perpetrated by both sides during the war that raged throughout city and country during 1920.
