As a Bendigo-born youth, Jess joined the cadets in 1899, served in the militia with 8th Australian Infantry Regiment, then transferred to the Administrative and Instructional Staff of the Permanent Forces in 1906.

In less than a decade he progressed from lieutenant to brigadier-general, having served on Gallipoli as Monash's Staff Captain (4th Brigade), as Brigade-Major of the 2nd Infantry Brigade, then in France as CO of the 7th Battalion. He later served with Monash and then Gellibrand as GSO1 of 3rd Division, before being appointed as GOC 10th Brigade. When Monash returned to Australia, Jess became GOC AIF in England.

His career between wars saw him as State Commandant in Tasmania, Western Australia and Victoria, before being appointed to the Military Board as Adjutant-General in 1935. Jess was caught up in the controversy surrounding the publication in the Sydney press of the articles by General Gordon Bennett, then was involved in a bitter squabble with the Government when it brought out Squires, a British General, to head the Australian Army. His career was reprieved by the outbreak of war in 1939 - Jess was promoted to lieutenant-general and appointed to Chair the Manpower Planning Committee. Jess was a man dedicated to the profession of arms, but the book also manages to see him as a family man, and as an artist whose sketches and paintings of Australian military uniforms, and scenes from the 1914-18 war are unique. A fascinating account of one of Australia's "forgotten generals".
